Set up in 1920 and reestablished in 1945, these organizations are peculiar to the Austrian sociopolitical structure. They oversee the interests of the generality of wage earners. Only high civil servants, along with agricultural and forestry workers, are exempt. Vienna and the Burgenland are exceptions to this rule. Should a worker lose his or her position, the regional chamber continues to represent that person for a fixed amount of time. Each of the nine Austrian provinces has such an organization; there is also a countrywide central chamber. Like the other Austrian chambers (for employers, farmers, and trade unions), workers’ chambers have consultative rights in legislative matters that bear upon their constituency. They can suggest measures to the government and are especially active safeguarding working conditions and living standards for their constituents and their dependents. They also establish apprenticeships and have much to say about measures to protect the young who serve in them. Workers’ chambers cooperate with the trade unions and employers on these questions. A full congress of these organizations meets every five years. Austrian citizenship is not required to become a delegate to this body.
